Patricia Nogar
Strategic Advisor
A seasoned public affairs professional, Pat has worked in regional planning, public transit, environmental, health care and other industries. Early in her career she worked for the East-West Gateway Coordinating Council, the regional planning authority for the St. Louis Region, managing citizens task forces for review of federal funding applications for housing, transportation and environmental projects. Pat left the agency upon receipt of a Coro Fellowship in Public Affairs and spent a year studying and working with corporations, a regional transit authority, local and state elected officials and a magazine publishing company where she was assigned to cover President Jimmy Carter’s Commission on Neighborhoods.
After a stint in Washington, D.C. working for the National Urban Coalition as a field officer, Pat opened her own public relations firm in St. Louis, Mo handling local and regional press relation, community affairs and promotional events and marketing for clients such as the Seven-Up Company, Human Development Corporation, St. Louis Juvenile Courts, the YWCA of Metropolitan St. Louis and the Bi-State Development Agency.
Pat’s work with Bi-State led to strong interest in public transit and she joined the agency as it embarked upon the construction of Metro Link, the region’s light rail system. As Director of Community Relations, she managed community and local governmental relations in support of project construction and other transit modes and served as a speechwriter for the Executive Director and other executive staff. Her accomplishments included the development of an Ombudsman Program to facilitate communication with the downtown business community during construction and work with other stakeholders such as local transit advocacy groups, civic organizations and educational institutions. Pat received recognition from the St. Louis City Schools for the development of a Light Rail Transportation Career Fair for high school students. She also coordinated major events in support of Metro Link construction, staging two of the largest public events in the agency’s history.
After a move to Baltimore, MD Pat was recruited to work for Liberty Health System as Vice President of Community Development, a new division created to provide the institution with a stronger community health focus. She worked to strengthen the system’s community outreach through strategic partnerships, culminating in the development of the Urban Medical Institute (UMI), a freestanding outpatient facility built on the hospital campus. UMI’s focus was improved community health through preventive care and education.
A move to Philadelphia, where she now resides, brought Pat to Environmental Resources Group (ERM), where she worked with Kelly Henry and Ray Germann (now principals of Henry & Germann) to develop strategic environmental communications, including strategic planning and analysis, consensus and coalition building, conflict and crisis management and stakeholder communication. She also authored, with Kelly Henry, a paper titled “Effective Risk Communication for Your Risk Management Program”. Clients included Transit America, Owens-Corning, Modine Manufacturing, Hercules-Milwaukee, Montgomery County Sewer Authority and others.
Most recently, before her return to work with Henry and Germann, Pat worked as Director of Community Health Education and Outpatient Clinics at Lankenau Medical Center, a Main Line Health hospital. There she directed the hospital’s outreach programs including the Health Education Center, Congregational Nurse Program, a Senior Services Program and served as the Administrator for the Outpatient primary care and specialty clinics.
Pat is an alumna of Maryville University and the University of Phoenix with a BS in Business Administration. She holds a Coro Fellowship (1977-78) and is a graduate of Leadership Main Line (2006).
